20 years of loot. And Biden delayed withdrawal for months after the previous administration's proposal. Getting out of that country was a net benefit no matter how inefficient the withdrawal.

To the OP, calling it an escalation is rather laughable given Russia has been using 9N123 and 9M55K cluster munitions on various delivery systems since the very first days of the conflict.
The humanitarian types dislike them due to the UXOs they leave behind. The Russian cluster warheads leave 5 to 10 times the number of UXOs the US versions do depending on whether the US versions were updated or not. The update started an 2003.
