No. Crime statistics down does not equate to crime being down.

The statistics are routinely and blatantly manipulated by the Dem leaders in the deep blue cities to create a false narrative. This was especially true leading into the 2024 election. (Hint: there are no deep red rep led big cities to cite as corollary).

Many methods are used - reclassifying crimes to less serious categories, racial data falsified by drop down tabs that default white, to simply refusing to report data to the FBI at all, etc.

No serious person actually believes crime is down when clear visual evidence to the contrary is abundantly evident!
