The smart ones at the top will always finesse the Digital/Paper trail of authority and let the final action be in the hands of the ignorant bottom tier of Bureaucratic operatives who are too dumb to realize what they are doing. Plausible Deniability at the Top, in play to avoid Justice.

Jesus will judge them. And that is their best and only hope. It’s really that way for all of us.
