Did you read the article? Giuliani was already reaching out to start an investigation into the Bidens and the DNC server. Rudy was very loud about it and people and businesses in the Ukraine were reaching out to US officials to ask how they should deal with Rudy, including Zelensky.

What has he lied about? He was on the call. He reported what he heard (which is part of his duties and responsibilities). Now we want to make him out to be some type of criminal because we don't like what he said. Way to go America.

The phrase "depends on" mean that the phone call or meeting was contingent upon Ukraine being willing to "play ball".


P.s the [future] note is my own because I know certain people here can barely read.

Why would anyone expect to see a quid pro quo in a call or meeting that was allegedly part of the quid pro quo?

Yes but I'm not sure how you drew that conclusion. The article is from March, before Zelensky was elected. Giuliani was reaching out to Ukrainian officials, not companies. Yorktown does not represent any Ukrainian officials, that they disclose at least.
