They just need congress to remove their absurd pension funding requirement. If they are worried about future liabilities, then just force them to switch to a market based retirement plan where money is contributed on behalf of the employee every year.
USPS does not require tax payer dollars to cover operating costs. It's honestly one of the few things government did very well...until government fricked it up
