If you sign up to join the EU today it takes 15 - 20 years to get in.
You have to change a lot of laws (I remember Slovakia of all places have demonstrations about being angry that they would have to limit the death penalty), you have to hit certain benchmarks in all kinds of areas like life expectancy and judges have to be educated in EU laws and have to speak one of the EU main five languages.
Some of you are really analyzing this the wrong way.
It's not like joining Costco.
