I am going to be totally honest here and say I have not researched the ACTUAL issues but, the OP says this:

Also, in what is in the OP:

It seems he is facing charges...meaning he has been charged.

Did you not read anything before you commented or do you have some special knowledge that you refuse to share? Or, are you just proving what a simple minded idiot you are?
