Twitter definitely needs to curb the fake bot purchase deal more than anything. I would say that was more it than what they actually say, like the conservatives they are shutting down.
This type of thing is hurting advertisers trust in their platform.

I continued reading the article....my bad, I see they did use bots. I would love to know how they illicitly promoted their accts. Were they Obama HRC bots/cons, and twitter only banned them when they knew they would be exposed?

Rarely would Twitter respond. At least to most of the times I reported them. (Which I did promiscuously).
They were getting assistance from @Jack by boosting their responses to the top of DJT's tweets. They also had the miraculous luck of responding within seconds of Trump's tweets. That's physically and technologically impossible without assistance from Twitter itself.
It's been debated whether or not they were getting paid by MediaMatters/ShareBlue/Insert random Soros-funded propaganda entity to respond as quickly as they could to alerts they set for DJT's tweets. They were on a video saying they were getting paid, but then shook it off by saying of course they were joking...

I don't know about others, but when I would report them it would be for Using the Reply Function as Spam.
A number of times, when they would get particularly unhinged, I reported each of them for their tweets being dangerous because they were Contemplating Suicide or Self-Harm. When they asked for more information, I explained that "It was Her turn in 2016, and when their candidate lost convincingly, they literally can't even."
Another time, I told Twitter that I was worried for their safety because they might swallow their tongues as they convulsed in a TDS-induced seizure.
