To answer your disingenuous questions with faulty premise with questions:

What exactly would Trump jumping up and down screaming WE’RE ALL GOING TO DIE have done to a) reduce panic buying of PPE and essential supplies; b) speed along a test to a novel virus - any quicker than the few wks we did it in; or c) made his use of federal resources to convert manufacturing of engines, vodka, and pillows to ventilators, hand sanitizer and masks go any faster?

Well the US has enjoyed relatively low rates of death compared to most other countries, Canada has a death rate of around 7.5% vs ours at 2.5%, for instance, so I’d say Instead of suing the president perhaps you should be thanking him.

Trump? Almost certainly “no.” Not the smallest potential problem would be the doctrine of sovereign immunity.

Woodward presents a series of interesting issues, but the first question would be whether he had a legal duty to disclose the info, since he probably did not make any affirmative misrepresentation.
