What Trump's team did was clever: using a legally suspicious complaint to take money from the DOJ Settlement Fund (which the IRS is supposed to repay, but probably won't)

The judge was kind of used, but Im not sure she had any choice.

Before the IRS and Treasury Department filed Answers to the Complaint, the Judge expressed her concern the court lacked jurisdiction to hear the case because there was no case or controversy (you need two adversarial parties)

She set a date for legal briefing in that issue.

Before the date for briefing, Trump voluntarily dismissed his case under Rule 41. The 11th Circuit has held a Rule 41 dismissal before the Defendants have filed anything in the court is non discretionary...the Court immediately loses jurisdiction and closes the case.

Im not sure where there was "fraud in the court" as these judges allege. The Complaint may not have been filed in good faith, but I dont think that is fraud.
