They don't turn out to vote. Most if not all efforts in Texas to rig the system so they get "representatives that look like us" have failed because of this.
Hence, fed gov-forced gerrymandering has not worked as well as Dems hoped and now they are talking about further marginalizing the white vote to achieve their goal of the percentage of reps strictly reflecting the racial population, which is ridiculous and totally racist.
I think Dems will be disappointed with the outcome of their federal gerrymandering suit.
