What are tLibs going to do when the tax rate increases don't increase taxes in the middle of the largest supply and demand shock in human history?

I'm going to assume that Biden's plan is worse, but that article doesn't tell me much. Higher marginal rates don't mean much without knowing the income levels that fall into them.
