Well, like I said, it's actually a theme that's been playing out for weeks. But the first mention I saw of Biden not being in the Oval Office came from the anon theory posted basically saying that what's going to happen is that he is going to be inaugurated (this was actually well before the inauguration, btw), but that he wouldn't be allowed to actually take the White House. That he would basically be locked out. "Castle Lock." Then, the first thing I saw of some sort of oddity about the Oval Office itself were cars parked on the Rose Garden.
I don't know the truth of any of it. I'm just providing what clarity I can on the origin of this theory.

There were no cars parked on the rose garden
