Trump has always maintained that the Emergency Declaration was his to use at any time. What is so earth-shaking about using it now? He's getting what he wanted all along.

The problem is that there is no emergency.
In our constitutional system, Congress must approve spending. If Congress says no, or if Congress and the President agree on some compromise spending measure, that’s the end of it. Here, the President and Congress agreed on a budgetary allocation of funding. Now the President intends to unilaterally take over the appropriations power of Congress, after the spending legislation has been passed by the house and senate. Trump is asserting dictatorial power over our country.
