They won’t have any storage facilities. Wells will collapse do to shuttling them down or seawater will invade either way ruining their sources of income. Now let’s take a look at no money or viable options and military spending drying up and citizens losses.

You haven't been paying attention. Iran was already having water problems a year ago due not maintaining its water infrastructure and also selling its limited water resources to neighboring countries, and this for starters
