The actual parties, the corporations (not the government) involved, understand the IP theft issue and continue to take the risk because they believe the benefits outweigh the risk.

What you want to do is the same as what Obamacare did: have the government decide for consumers and unilaterally declare what is a bad choice and eliminate it from free parties.
