I think the point is to let this 5000 in and then have the video tapes of them play all over the newscast ad nauseum. The American people will demand that we do something to stop it from happening again, and will vote red to make it happen.
The Democrats want a different narrative. They want violent confrontations between soldiers and "poor innocent refugees". They want people to go to the polls feeling sorry for the refugees to the point where they pull the lever in favor of blue in November.

This would be bad optics:
Trump announces that "A squad of helicopter gun ships will fly along the border as the caravan approaches.
This will be your final chance to turn back.
When people cross the border the copters will come in for the kill. If you die it's on you. If you're wounded, good luck. Our medical personnel are attending our citizens in our hospitals."
The optics would be terrible.
But it would certainly give me a warm fuzzy feeling.

This is a lose the battle in order to win the war scenario.
If we win the war by gunning them down, then we will end up with long-term policies that allow them in. If we attempt to treat them humanely and they storm the border and scatter, then the policy going forward will be to prevent that from happening.
