Here's the whole Ray Epps rundown in a nutshell. Epps was a provacateur. Prior to the Trump rally a mile away ended, he and a couple of other suspects removed security fencing and signs saying it was a "Restricted Area." He did this at the peace monument which is the direct path from the rally. It was a clever trap. There were other provacateurs. Epps was never arrested.
