Trump did something similar in his first term with the Obama Healthcare fines. If you didn't have healthcare your tax return would be fined 950 bucks. Trump couldn't get rid of the fines so he changed the amount to zero dollars.

I work for a company that absolutely sets spending limits on cards.
different people have different limits. some cards can only be used to purchase certain items.
if that particular person doesn't necessarily need one and you can't cancel it, set limit at $1.
