That may be the tactic. Mueller knows that Trump won't fall for the perjury trap about Russians, meetings, contacts, etc, so they rumble up a storm with Cohen, Manafort, Pecker and anyone else they can dig up, so it makes more sense to have him speak on those issues, on record, and try again.
