To be fair, Congress can undo a state of emergency declaration with either a joint resolution and the President's signature, or with a veto-proof majority vote

There's a way to craft the bill that forces McConnell to put it to the floor in the Senate, and get every Republican thus on record as to whether they agree with national emergencies for gun control and health care, or whether they want to be primaried in 2020.
