They keep referring to people as "DREAMers" but keep in mind - the DREAM Act never passed.
They've been trying various iterations of it since 2001, but in 23 years, they could never get enough votes to get it passed in the House and the Senate. So Obama did an end-run around it with the DACA program, which in its very name says "DEFERRED ACTION."
They've been deferring it since 2012 because again, they couldn't get the votes to do what they claimed to want.
