A lot of people do not understand the Budapest Memoranda very well.

Explicitly, all parties agreed to respect the sovereignty of the former Soviet signatory states and not to attack them, but we did NOT agree to a military defense. Explicitly, we agreed only (basically) that if the Russians were naughty we would advocate to the Security Council on their behalf.

Implicitly, however, we doubtless promised more overt assistance. It is hard to imagine that Ukraine, etcetera agreed to surrender their weapons in exchange for nothing more than a promise to whine to the Security Council.
