Perhaps.
But, regardless, the President was able to send in federal troops against the Democratic governors' wishes by invoking the Insurrection Act.

Do you think average game banger crime in big cities is really an insurrection against the federal government of the United States?
I could get on board if he invoked the insurrection act to send the military to sanctuary cities and forced their local law enforcement and courts to adhere to and enforce federal immigration laws.

No, I don't.
I also don't believe that the Constitution gives the House the power to delegate their authority to declare war.
