Probably neither. Without looking I’d be surprised if it doesn’t lose money and need subsidy to remain active.

The MTA is not a state agency. It is a separate authority like the Port Authority. The governor and mayor (and a few others) get to nominate people to the board.

That is my point if the NY Transit system is not profitable, then why not charge rates to make it profitable and fund future infrastructure.

I always wonder about these government systems that end up costing more to collect a toll or fee than generate revenue for the government.

By the time you add the bloat of transit police officers going after toll jumpers, toll collectors, IT workers running toll collection software, maintenance, and licensing, you probably could eliminate fares and make it free.
