The United States is in a tense international situation, and someone has offered a bounty to assassinate our President. And he just publicly stated "we'll do it for half that".
That isn't protected by the First Amendment.
In North Korea he'd already have a bullet in his head; in most Western countries he'd likely be arrested by now.
