You are not remembering this or confusing banned and illegal. Manufacture of magazines greater than 10rds were banned during the assault weapon ban. However, they were still legal to possess, but had to be manufactured before the ban. High Cap magazines manufactured during the ban had to be stamped with a date of manufacture and were not allowed to be sold to the general public.
