Mueller played Barr like a fiddle for this hearing. By requesting that the DOJ issue a guidance to what he can say during hearing it will give the Democrats ammo to say the White House/DOJ obstructed their investigation when he says he can't comment on anything outside of the report. It also gives him an out for any question the Republicans ask about how the investigation started, the FISA applications, corruption in the intelligence agencies and all the other stuff that was conveniently left out of the report.
