It's in a stratosphere which exceeds that of Einstein, Ben Franklin, and is crowding John Stuart Mill.
Now, how would one know the IQ's of figures of so long ago like Franklin and Mill?
An early college psychology textbook had a segment in it that had to do with projecting the IQ's of some historical figures according to what they achieved in life, which included their writings, and other indicators.
The 3 who stood out were Einstein, Franklin, and Mill.

So what's the law/rule that tells you that it's a no?
This is your time to prove him wrong. Do it. I'm open to being corrected but after all this time I've yet to see the actual law that proves your point 100%. Not talking about "precedent" or "it's never been done that way". But undeniable actual sign, sealed, delivered law that covers POTUS, not anyone else, that confirms your position.
