Yep, if the money is there, they will find a way to get these people in.
Most have arrived by visa, historically. Its the money they hide in spending bills that no one reads.
Until we stop funding these groups, nothing will change.

IF things escalated and out of control, I could see the Federal government offering incentive to join the military. After a four year term, automatic citizenship. That would fill their ranks.
Outside of that, why would a person risking so much to get here participate in fighting they have no stake in?
