Down state doesn’t vote Democrat. Hell, they need to secede and join Kentucky or Indiana. Then they would be represented.

I was born in Cairo. I know something about what was once the commercial hub of southern Illinois, Southeast Missouri, and western Kentucky. It is now a cesspool because dirtbags like Paul Simon, Dick Durbin, Glen Poshard, and a certain segment of the people who lived there turned it into what it is - not because it was neglected. Anyone who would like to live there today can easily pick up a Victorian mansion on Washington Avenue for well under 100 grand.
