Sure the plan may be stupid. In 2016 the GOP establishment implemented the splitter strategy that was effective in 2008 and 2012. The purpose of the splitter strategy is to have an insurgent out of the mainstream candidate be forced to split votes with lower level primary candidates and allow the "most popular" establishment candidate to win with a small majority (like 30%) in early primary states. Then as the momentum grows into subsequent states the people that would have normally voted for the anti-establishment candidate become unenthusiastic and the establishment candidate coast to the nomination. Yes that strategy was effective in 2008 and 2012 against the anti-establishment candidate Ron Paul.
The GOP establishment attempted the same strategy in 2016 against Donald Trump. Jeb was their man. With a Jeb/Hillary ticket permanent Washington couldn't lose. The uniparty grift would continue under either candidate. But the splitter strategy backfired on the establishment in 2016. Trump after his loss in Iowa just grew stronger and stronger and the establishment were not going to coalesce around Cruz.

That will happen. Most of the candidates will drop out early and throw their support behind Ron very early in the primary process. What will be interesting is if a rogue candidate arises, refuses to get out of the race and tussles with Ron and Don.
Karl Rove and his consulting class, with big donors via Club for Growth and the U.S. Chamber of Commerce and Rupert Murdoch are rallying around Ron. There will be no splitter strategy this time.
