If that is true, the fact remains that the goal was to help people, that do not appreciate the help, in the face of two catastrophic cat 5 hurricanes. I know what it was like. I lived through the aftermath in the Virgin Islands. The help was appreciated by a few here.
Compare that to massive financial gains from a catastrophe that Biden created. I doubt you will see the contrast, but it is worth a try.

I've had to negotiate federal contracts and there are multi levels of rules and regulations.
Its virtually impossible for any non DOD contract over $2 million to be awarded without bids
