Why not just play loud gun shot sounds whenever these mobs start forming? That'll send them running

They're obviously being allowed to do it. Because if law enforcement in these citiies really wanted to crack down on it, all they have to do is monitor social media for a heads up on where the "teens" are going to show their asses next... AND they would have hundreds of incriminating videos to use against suspects as evidence in prosecutions.
