Tariffs cause economic inputs to be artificially allocated. Industries protected by tariffs tend to lose efficiencies that competition insures and they tie up capital and labor that would have higher economic value in some other industry in the economy.

Think about importers with shipments on the water expecting a 10% tariff and now being hit with two and half times that? Trump is screwing them hard.
