The experts have been saying steel frame, salty moisture, 40 years, and shoddy inspections.

I think somebody took out a critical load bearing piece at ground level, especially if there’s a parking garage.

I have no knowledge of the cause of failure but there are several viable possibilities, some involving nature, some involving incompetent design, some involving maintenance and some involving faulty construction oversight, etc. etc.

I am not personally familiar with the construction methods used in coastal areas but, in studying the available photographs, it appears to me as though the concrete may have been extremely soft and lacking in cohesion. Was coral or seashell incorporated into the mix instead of gravel? The rebars appeared to have stripped out of the concrete which appears to have crumbled away from them. The texture of the masonry appears more like drywall material than concrete. Were the slump tests run and samples verified during the construction phase? Did somebody's brother in law do the testing?
