Ultimately, if ever challenged, I think the President will be able to justify the boat strikes as an "imminent threat" to the US. Like you, I wish they would wait until the boats are unequivocally headed to the US before blowing them up.
Of course, the primary purpose of blowing them up close to Venezuela is to rattle Maduro.
