No because tariffs don't address the underlying issues as to why manufacturing left in the first place. High taxes, regulations, unions, environmentalists, etc.

Nobody knows, because this is all churn right now. We'll know a lot more in 3-4 months.
You can, if you're harsh enough with protectionism, bring back any manufacturing you want to the US. Slap a high enough tariff on athletic shoes and everybody can just buy the $200 US made (or assembled) New Balance because there won't be anything cheaper than that.
The question is whether you're better off with $200 sneakers you used to buy for $100. There are positives, certainly for NB and whatever town their factory is in, but it ain't all sunshine and roses for everybody.

It would work if we could keep them for about 2 years. The likelihood of that is not great and the loss of political capital due to the disruption of easy money will be felt in the next election. I fear this is the right move, made too late and will hurt the conservatives for a long time

Also, someone has to build them, run the electrical, etc… and maintenance.
