What are these illegal orders? If they are obviously illegal wouldn't the troops by near unanimity be disobeying them?

Maybe if one or two step up. But troops and police by and large are drilled to follow orders like automatons. The vast majority will do as their told, no matter what. We made fun of the WW2 Germans ("I was just following orders"), but our guys won't be much different. UNLESS a few recognize heinous, illegal orders.
