You're talking about within the same campus or between different universities?
This has absolutely nothing to do with a private intracampus network. Why would you even bring that up?

My cable and internet bill is nearly half of what it was before i switched providers. I have four to choose from, and i live on the edge of the desert... 3 miles from even the nearest gas station. My ISP/cable provider stops at the county line. They service the county I live in. They do not service the neighboring county.
I'll give you NN tards one guess as to why that is. Hint... It has nothing to do with lack of infrastructure and cost to run lines.

Go back to Title I with rules restricting ISPs from blocking, censoring, throttling or allowing paid prioritization and everyone wins.

Seems to me your issue is monopolies or virtual monopolies. Why not bust them instead of keeping them and highly regulating? Title II is not going to solve that problem
