DOGE has no authority to stop it. They just investigate, then provide a report to Trump or one of his cabinet members. They are the ones who have the authority to stop it.
Congress can authorize it all day long, but the executive branch is responsible for making it happen (or not happen).

How specific was the legislation funding USAID? Was it simply "USAID is given X billion dollars for 2024 to fulfill its mandate" OR "USAID is given $2,000,000 to fund tranny operations in Guatemala"?
Important to know when ascribing blame.

I remember when Bill Clinton was elected President. He went to DC asserting that he was going to "Cut" back the cost of government by reducing the number of employees in DC,
Then he had a meeting with the powers of government.
He came out of that meeting appearing as if he had seen a ghost. When asked about what cuts he was going to to make, He stuttered and stammered, ugh,, they have already made their cuts and I'm going reduce my staff.

Here it is for this year. It’s typically in a massive Omnibus bill. First reference starts on page 21.
Funds are being allocated “for use by the President”.
Anywhere you see in this act “for necessary expenses to enable the President to carry out section x of the Foreign Assistance Act of 1961.”
That’s money being allocated to USAID. You’ll see there are some broad categories to which the money is allocated like “global health” or “peacekeeping operations.” But, it’s supposed to be funds available to the Secretary of State/President to carry out its foreign policy/foreign aid agenda.
Problem is this agency started to go rogue and claim it was independent and not answerable to anyone and literally was operating in violation of Trump and the Secretary of States directive.
Note there are some interesting restrictions in this bill. You see them carry over year over year. If you go back several years these budget bills look pretty similar year after year except the numbers change and some other random details.
Examples of some restrictions…No money can be spent on abortions or US propaganda.
