DOGE has no authority to stop it. They just investigate, then provide a report to Trump or one of his cabinet members. They are the ones who have the authority to stop it.

Congress can authorize it all day long, but the executive branch is responsible for making it happen (or not happen).

Was it through continuous CR’s, omnibus or what?

That's a great question. Even more basic civics question to anyone who might know:

How specific was the legislation funding USAID? Was it simply "USAID is given X billion dollars for 2024 to fulfill its mandate" OR "USAID is given $2,000,000 to fund tranny operations in Guatemala"?

Important to know when ascribing blame.

[quote]Seems like it’s up to congress. If that’s the case, we are fricked.[/quote

Congressmen seriously never seem concerned about anything. They fear no accountability whatsoever. It’s so infuriating. They never have to answer for their shenanigans. Seems like the taxpayers work for them instead of the other way around.

You Democrats thinking that anyone has ever said it is just a Democrat problem are straight delusional

The difference is that the Democrat BASE is for the Sugar to keep flowing, while the Republican BASE wants it turned off.

So keep stepping, kid.

Where is USAID getting funding from?

Appropriations - Congress. Omnibus, CR, etc.

How does the executive have authority to stop the flow of money?

Nothing in the Constitution mandates that the President spend what Congress allocates.

I remember when Bill Clinton was elected President. He went to DC asserting that he was going to "Cut" back the cost of government by reducing the number of employees in DC,
Then he had a meeting with the powers of government.
He came out of that meeting appearing as if he had seen a ghost. When asked about what cuts he was going to to make, He stuttered and stammered, ugh,, they have already made their cuts and I'm going reduce my staff.

For anyone still confused, I'll explain it like Oscar would explain it to Michael; You're mommy (congress) gave you (USAID) ten dollars to start a lemonade stand, and specifically told you to line by line what to spend it on (2 dollars for sugar, 3 dollars for lemons, etc). This is how funding worked eight million years ago, before the Deep State. Any president couldn't stop that specific funding because it was authorized by Congress. But today, your mommy (congress) gives you (USAID) ten dollars to start a lemonade stand and does NOT specifically tell you line by line what to spend it on, and you then take the money to bribe your neighborhood buddies (a dollar for joey so he lets you borrow hi.GI Joe, a dollar to little Suzie so she lets you look up her dress, etc). This is how funding works today. And any president (your daddy) can step in and stop you from bribing little Joey and little Suzy. He may not be able to stop mommy from giving you the money, but he CAN stop you from spending it on stupid shlt. mmkay?

So Trump is going to shitcan USAID and rename it and reallocate the money?

It’s funded through the omnibus bill.

I get that, but where exactly was the expenditure passed through Congress and who controls it will be interesting to find out.

Here it is for this year. It’s typically in a massive Omnibus bill. First reference starts on page 21.

Funds are being allocated “for use by the President”.

Anywhere you see in this act “for necessary expenses to enable the President to carry out section x of the Foreign Assistance Act of 1961.”

That’s money being allocated to USAID. You’ll see there are some broad categories to which the money is allocated like “global health” or “peacekeeping operations.” But, it’s supposed to be funds available to the Secretary of State/President to carry out its foreign policy/foreign aid agenda.

Problem is this agency started to go rogue and claim it was independent and not answerable to anyone and literally was operating in violation of Trump and the Secretary of States directive.

Note there are some interesting restrictions in this bill. You see them carry over year over year. If you go back several years these budget bills look pretty similar year after year except the numbers change and some other random details.

Examples of some restrictions…No money can be spent on abortions or US propaganda.
