That's the rub. They don't care. They will make something up. They want this stain on his record. Even if it takes until the 19th to do it, they want to be able to say they kicked him out and have the last laugh. They know he may run again in 2024. What better to have hanging over him than being removed from office?

Exactly. The threshold to enact the 25th is extremely high. All of Trump's cabinet members will have to turn on him for the 25th to be executed. Not going to happen.

The problem is declassifying and ordering for the immediate publication of declassified material are two different things.
Trump never ordered for the immediate release of the declassified material so it's going to be tied up in the bureaucracy.
The good news we will likely see the declassified stuff though FOIA request, that will take 10 years.
