We funnel the most money through the defense department. I would be surprised if we spent the most money on the military or defense though.

If one side uses EMPs then the other side will too. Just like with nukes it’s mutually assured destruction.
Cities would be the areas of concern. If power is out more then 72 hrs people in the cities will start to food riot.
The IS would be effected the most as we are more dependent on technology.
Urban China is acrewed but rural China still lives in early mid 1900s. Same for Siberia and other eastern Russian areas. Africa and parts of south/Central America not as bad either. Western and Central Europe screwed as well.

I'm guessing that Russian military morale isn't very high. Watching so many of their fellow countrymen die in Ukraine and it taking so long to conquer a small country.... they probably aren't feeling so patriotic.

Mine was made during new construction, actually for hurricane resistance and insulation purposes.
But a grid of small steel cabling in an attic would provide good - very good protection.
