No it doesn't...not for quads and FPV. On the battle field yes...on the streets in the cities it does not.
Ukraine is "working" on a FPV drone to get to 100km...a fiber optic drone. Not exactly off the shelf stuff and hasn't been done to those distances. A 62 mile long airborne fiber optic line is interesting...maybe not practical though.
In short, terrorist can do as much damage with guns, trucks, IED type things...hell, a small Cessna into a packed stadium...as they could with drones and it's easier to do.

Yes then threat of FPV and Quadcopter drone attacks on civilians takes place a lot in Ukraine. FPV and Quadcopter drones dropping different types of munitions have been used against civilians living inside cities. People have been attacked while working, riding bicycles, or simply walking down the street. It’s mainly Russia that attacks civilians directly. Residential areas, businesses, and gas stations have been attacked. I think both sides have attacked gas stations. But yes cities close to the frontlines are attacked quite often.
I looked into the claim that Ukraine has used a Quadcopter style drone to attack targets 100 kilometers away. Yes it has happened. This one particular story I read claimed it was a 102 kilometers away to be exact. They are not using an FPV drone with a 60 something mile fiber optic cable attached. They are using FPV drones but they are using balloons to carry these drones to the area they want to target. These FPV drones have a mini Starlink DEI e built into them. Ukraine has been trying to hit supply trucks using these kind of tactics to try and slow down the flow of supplies to the front lines. Russia can jam these drones but it’s harder with the drones using Starlink because the equipment needed to do it is bigger than what they would normally use and it’s harder to put that equipment on top of a vehicle. So yes they did it and had decent success with it. How often they are doing it was not to clear.
