RNC Vote - votes to be cast pursuant to convention rules

In the vote tally by the RNC delegates, 4 states had the phrase “votes to be cast pursuant to convention rules” attached to their vote

E.g. North Carolina: 62 votes for Trump; 12 votes to be cast pursuant to convention rules

Can anyone explain what that means?

it means what it says. Votes to be casted per rules.

Most likely minor # of delegates that are going to candidates like Haley that got 5%.

For instance Haley got 23% of the vote here in NC, so she earned 12 delegates. But since Trump has the needed number its just quicker to say pursuant to convention rules than 12 votes to for Nikki Haley, etc.

The delegates didn't want to vote for him, but were required to so they went along with the rules. Probably some dumb fricks from Asheville.

NC had 74 votes....trump won 62 and Hailey had 12.....but withdrew....so her 12 delegates can vote based on "convention rules"
