There's a lot of rednecks that are racists as hell but would never pay a dime because they're dirt poor but those with money who haven't a racist bone in their body, would be left to pay. Not fair.

I could be a descendent of a slave owner and not be racists at all. Why should I pay anything?
Or I could be a descendent of a slave and worth $50mil. Why should I receive anything?

Shame on anyone that stirs the racial animosity pot for support. It's about as low as you can go. It caters to the lowest of the emotional arguments.

Pretty solid points. Is or are there any relatively specific plan/process proposals by anyone speaking to these very real factors?

The cost of the determinations would be outrageous in and of itself. Then, just one of many complications, think of the infighting amongst families themselves as to which branch gets this or that, and so on. Silliness. Reparations law would be a great area to specialize in for attorneys to wind up with a large chunk of this money.
