I've always thought it was a fantastic idea for flood control/prevention as well as a recreation area. If done right, could really be an asset to the state.

Meanwhile development is out of fricking control in BR. Developers are getting permits from the government is like taking candy from a baby. It’s either gross incompetence or money is exchanging hands under the table. Democrats are such ecologist yet they have let overdevelopment ruin both sides of Burbank.
The soccer fields and maybe two or three nice neighborhoods should be all that is back there. Instead every single bit of land is being used to throw up apartments, cheap houses, and shitty strip malls. The entire area will resemble North Airline Hwy in the next 20 years. The difference is that Burbank will flood worse than before. That one creek that flows along Highland has already proved to not hold enough water during peak flood periods already.

Same thing in St. Tammany. Want to build a 300 house subdivision in a flood plain next to a river? Sure, no problem! Build away! Want to build a single-family house on (high-and-dry) land that's been in your family 150 years? Hold on a minute, we need to take a close look a this one! We have to run you through the wringer before we even think about giving you a permit, then you may not get one!

Oddly enough very little of the area along Burbank flooded in 2016. Perhaps next time they won’t be so lucky, who really knows. Each flood seems to be different.

The corner of Highland & Burbank have flooded more than once. The soccer fields have several times been rendered unusable - there’s a drone video of some new development in that area that is surrounded by levees. An entire Cypress swamp is being gutted for the latest development. In the last 5 years I have never seen so many coyotes, foxes and even an Eagle in our neighborhood.

Yes that corner floods there at the bayou.

The parking lot and areas surrounding the fields floods as does the adjoining wooded areas south and east of the complex. That’s all bottom lands
But the only homes or businesses that may have flooded are just west of Gardere and along Staring
