Found this local FB post - comments from Utah people who also received the same Amber Alert with no accompanying info.

Apparently the Utah Amber system is down with no repairs in sight. There is an active Utah Amber Alert for a family-member-abduction of a child - but no info regarding that abduction on the trashed Utah Amber Alert texting system..

"view details" is the first block of info

then clicked on "More info" for the second block

The only thing it says in the normal text area is:

no other message

This appears to be it. Naturally, they do have a higher priority over weather related alerts. Not sure why it would show Presidential-Level, unless their EAS equipment is configured incorrectly, which it appears to be.
