Can a person commit a murder in the US if they are in El Salvador? Not a paid hit. Can they physically do it?
Can a person in jail personally murder someone outside of jail?

The actual numbers show that illegals are way less likely to commit violent crimes than citizens - even when adjusting for the ages that most feature criminal behavior. LINK
