I remember that. They couldn't charge anyone because no one would cooperate with investigators. I believe it's because Kealiher was the aggressor. I seem to remember something about gunshots hitting the vehicle before he was hit.

Jamaica does this when things get too hot. They have the military patrol with the cops. The military has no legal authority to arrest.......Things cool off rather quickly.
